Local drug dealer, small time criminal and general n'er do well, Billy has been known to have his fingers in any kind of petty crime around town. He has a respectful relationship with Bart Epstein, frequently doing business with each other and letting each other be blamed for some of the things they do. He's a regular at Dave Lister's arcade.
